Η θέση της ΕΚΠΟΙΖΩ είναι για μία κλειστή κλίμακα A-G επισήμανσης ενέργειας ηλεκτρικών συσκευών

 

To BEUC (Ευρωπαϊκό Γραφείο Ενώσεων Καταναλωτών), του οποίου μέλος είναι και η ΕΚΠΟΙΖΩ, συμμετέχει στις διαπραγματεύσεις για το νέο σήμα ενεργειακής απόδοσης των ηλεκτρικών συσκευών. Η Ευρωπαϊκή Επιτροπή πρότεινε ένα σύνθετο σήμα που θα περιλαμβάνει γραμματική κλίμακα A – G (Η ανώτατη διαβάθμιση Α μπορεί να επεκταθεί σε Α+, Α++, Α+++), αριθμητική κλίμακα 1-7 και χρωματική κλίμακα. Έτσι μία συσκευή μπορεί να έχει επισήμανση Α1σκούρο πράσινο, μία άλλη Α2 ανοιχτό πράσινο κλπ). Αυτό, σύμφωνα με την άποψη του BEUC, η οποία είναι αποτέλεσμα της γνώμης των μελών του, δημιουργεί σύγχυση στους καταναλωτές. Η θέση όλων των οργανώσεων είναι για μία κλειστή κλίμακα A – G, στην οποία κάθε γράμμα αντιστοιχεί σε ένα χρώμα και είναι κατανοητή από τον καταναλωτή. Αν αρχίσουμε να βάζουμε Α, Α+, Α++, με ανοιχτό πράσινο, σκούρο πράσινο κλπ, η σύγχυση των καταναλωτών και ο κίνδυνος παραπλάνησης τους θα είναι πολύ πιθανά. Επειδή φαίνεται δύσκολο να επιτευχθεί συμφωνία, η Σουηδική προεδρία και η γερμανική οργάνωση πρότειναν δύο συμβιβαστικές λύσεις. Η θέση των οργανώσεων είναι ότι πρέπει να επιμείνουμε στην κλειστή κλίμακα. Αν όμως δεν μπορεί με κανένα τρόπο να περάσει αυτή η άποψη, τότε προτιμούμε την γερμανική πρόταση, η οποία είναι πιο κοντά στις απόψεις μας. Παρακάτω φαίνεται η εξήγηση που έστειλε to BEUC: “The negotiations between the Council, the Commission and the European Parliament on the Energy Label are progressing very quickly, as the aim is to achieve an agreement before the end of the year. Our position so far has always been that we are in favour of having a closed A-G scale as the layout for the EU Energy Label. In view of the ongoing political discussions in the European Parliament and Council, we fear this is something we cannot realistically obtain. There is currently a Swedish Presidency compromise proposal on the table, which you will find attached to this e-mail. The layout of the “compromise” label: - has classes up to A+++; - has no validity period; - will have a downgrading once a “majority” of the products enters in the top class; - has a maximum of 7 classes, which means that the lower bands of the label will be cut off once these lower classes have become empty; - foresees a downgrading by 2 classes for the label for refrigerators and freezers. Following an internal discussion between the ANEC and BEUC Secretariats, we have the following reaction on the compromise label. The compromise does not solve the inherent problems of an open-ended scale: - the consumer will not know what the most energy efficient product on the market is (top class for a television could be a dark green A in one shop, whereas it could be a dark green A+++ in another shop); - after a while, most of the products will be given an A class (A, A+, A++, A+++). As research has shown consumers do not really differentiate between various ‘A’ products, the label will not push for market transformation. A+++ is thus too much and the most we should accept as a compromise is A++. An alternative compromise proposal has been developed by our colleagues from vzbv. Please find it enclosed to this e-mail as a second attachment. The proposal looks very similar to what we have on the market today: - the label always has 7 classes, with the same letters bearing the same colours; - the colours of the classes will not shift upwards; - the label has a validity period; - the threshold values for each class and timeframes for rescalings are set in advance in the implementing legislation, ensuring transparency for consumers, retailers, manufacturers and market surveillance authorities; - there is a possibility for manufacturers to put more innovative products on the market by showing a “+” or “++” next to the black A arrow, without having to add an additional band with an additional colour. Following an internal discussion between the ANEC and BEUC Secretariats, we have the following reaction to the vzbv compromise label: - the label would ensure transparency regarding timing of rescaling and thresholds for the classes; - the label will stay the same over time, with the dark green colour always allocated to ‘A’; - this seems to be the best possible balance we can get in view of the current political discussions.”
